Franklin D. Chambers, II. Ph.D., serves as the Vice Provost for Student Affairs at Howard University. His appointment, effective July 1, 2003, makes him the 3rd person in University history to hold the position of Chief Student Affairs Officer at the Vice Presidential level. Prior to his appointment, Dr. Chambers most recently served as the Interim Dean for Residence Life, as well as Special Assistant to the President. Dr. Chambers returned to alma mater in 1998 to successfully serve as the Associate Director for Student Activities, after having served as an Academic Advisor/Coordinator and Co-Director of the Emerging Scholars Program at Bowie State University.

Prior to accepting the position of Academic Advisor/Coordinator in November 1994 at Bowie State University, Dr. Chambers served as a Business English Instructor at the Potomac Job Corps Center in Washington, DC. He has also served as an adjunct Professor in the Department of Communications, and the University College of Excellence at Bowie State University. Additionally, he has served on many vital internal and external committees dedicated to improving higher education, such as NCAA Compliance Committee, Health Affairs Sub Committee, HBCU Summit Steering Committee, Transportation Shuttle Service Sub Committee, Homecoming Policy Board, University System of Maryland' s Staff Assistance Committee, and served as the Parliamentarian for the University Council at Bowie State University.

Dr. Chambers created the initial Internet Webpage for the Office of Student Activities at Howard University, and was instrumental in reviving several student organizations on campus to include the Pan-Hellenic Council. He has also chaired on-campus and other professional panels/sessions and presented workshops and/or papers on a variety of topics (e.g., Time Management, Parliamentary Procedures, website development, and Student Leadership Retreats). He served as principal writer and coordinator of the Greek Letter Organizations Recognition Policy and Procedures manual.

His honors and awards include the Phi Delta Kappa Award (1991); College of Arts and Sciences Outstanding Service Award (1999); and the Division of Student Affairs (Bowie State University) Outstanding Employee Award (1995). He received the Excellence Award for Outstanding Administrator from the Howard University Student Association in 2001 and 2004.

Dr. Chambers holds the B.A. in Political Science from California State University Northridge (CA); the M.Ed. in Administration and Supervision from Howard University (DC); and the Ph.D. in Organizational Communication from Howard University (DC).

Dr. Chambers is originally from Los Angeles, CA. He is married to the former Ms. Kathy Carver, and they have two sons: Isaiah Delano, and Joshua Franklin.
